3. Background of JUS:
Taluk Kanupur Jano Unnayan Sangstha (JUS) is a non profit, non-religious, non-political
humanitarian, non governmental voluntary development organization established in 2004 with the
initiatives of a few local honest and sincere young from Talukkanupur village of Gobindagonj
Upazila. The organization has been established with an aim to promote the socio-economic status
of the rural poor and the disadvantaged people emphasizing the activities of backward and
downtrodden people specially marginal farmer, extreme poor, divorce and widow mother, children
and old aged people giving priority on awareness rising, skill and knowledge development,
diversification of technologies, rights based activities, environmental adaptation, various IGAs
development etc. The organization also gives importance on health, hygiene & sanitation, relief
and rehabilitation activities to stay closed to the poor and extreme poor people. JUS is a
community driven organization initiated and managed by some local dedicated young people has
been working for the betterment of the people of Gobindagonj upazila with especial attention to
women and children. It realizes capacity building, empowerment and rights, ecological agriculture,
health and environment along with income and employment generation program are inevitable
stipulation for the people’s socio-economic development especially who are poor and poorest and
disadvantaged.
The organization is also being served as an additional force to sustainable development of deprive,
backward, downtrodden, Hard Core Poor (HCP) of the society and assist them to make
economically and socially viable. It’s also carries out various programs such as; women and
children rights and violence against women, health and hygiene through enhance knowledge and
skill to improve their family and social status so that men and women can work together in the
society for sustainable standard of living.

Vision:
People of Gaibandha enjoy sound and healthy society in where hopes and prosperity of all
classes are ensured;
Mission:
JUS mission is to ensure respects and dignity of poor and extreme poor group by a clear
advancement in social development framework and economic sphere enabling the target
people in various development programs for their sustainable development. Also the
knowledge and skillful generation are expected that could contribute to the least extent of
Millennium Development Goal. Therefore priority is given to social mobilization,
environmental adaptation regard to climate change, diversification of income generating
options and risk reduction interventions etc.
6. Objective of the Organization:
1. To build community based social awareness and institutions forming various categories of
self help groups giving particular emphasis to women;
2. To strengthen capacity of target people enhancing knowledge and skill through training and
demonstration of various technologies and information;
3. To develop environmental adaptation and resilience in community through utilization of
technologies, home based and social forestation to go into economic advancements and
coping with climate change impacts;
4. To create income and employment opportunities through diversification of livelihood options,
skill and technologies among the target population
5. To ensure sound health of target group improving clear concept of sanitation, nutrition, safe
water supplies and food habit changes;

JUS is a small and new voluntary development organization in Gaibandha district has been
working in 35 villages of Gobindagonj and Palshbari upazilas in Gaibandha district. The
organization generally is working both in urban cities and rural areas targeting extreme poor
women.

8. Target People/Beneficiaries
Simple socio-economic survey including baseline information is being measured to select
beneficiaries under the organization. Measuring the key indicators including income, land
ownership and food deficiencies, target people are being categorized like as follows:
- Poor & hardcore poor men and women
- Destitute women, divorced, widow family head women who are helpless
- Poor youth, children & adolescent
- Rug workers and sharecroppers
- Marginal farmer having an optional land

10. Development Strategy
JUS adopts non-directive, bottom up and people’s participatory development approach and
working strategies in implementing its program. It stresses on peoples participation in needs
assessment, decision-making, planning, implementation and leadership for making the
program socially accepted, people oriented and sustainable. JUS’s staff acts as facilitator to
ensure people’s active and conscious participation in development process. Organization works
with the poor people through target group approach.
Firstly, it organizes the distressed and powerless people into homogeneous group for their
development through rapport building, animation, motivation, building awareness and
education.
Secondly, it empowers the powerless through education, training and sharing of experiences,
and thirdly, it facilitates to initiate economic activities by entrepreneurship development for
regular income to alleviate poverty and promoting women’s economic rights and control over
resources through active involvement and participation. It is noted here that JUS always
prioritizes need based program for implementation to alleviate poverty, hunger, literacy, ill
health & civic inertia to enable them for improving their physical quality of life.

11.1 Institution and Capacity Building Programme
JUS capacity building means to develop skill and knowledge of the group members and
stakeholders. Its help out the target population enabling some thinks to do by own capacities. Its
one of the most prominent programme being implemented to increase skill and capacities of men
and women for 2 years. JUS has been implementing this programme with the involvement of
people from all spheres of society including underprivileged men and women, CBOs to reach
development goal together. This programme includes awareness creation and human resources
development interventions. It also includes group formation, committee and forum building etc.
JUS stressed out the men and women’s equal participation in all implementation processes.
The major interventions are
1. Training to the group members so that they could able to be the resources of community
2. Training to the staff members to implement different activities according to the plan and
the policy of the organization
3. Organizing workshop and seminar ensuring participation of local elite, stakeholder group,
GO and NGO representative to build rapport in local and national level.
4. Arrange exchange visit for different categories of group members and staff members to
exchange views and ideas with others
11.2 Income and Employment Generation Programme:
The organization has been working for creation of self-employment, increasing family income,
social and economic improvement of the poor and hard-core poor with an aim of sustainable
development for livelihoods. This programme needs to ensure family-based self-employment for
unprivileged hard core poor that would be way of poverty reduction. As Bangladesh is an
agricultural country, it may be the fruitful way to ensure food security through developing agro-
based productions by proper utilization of modern science and technology. Also in our region,
there are much income opportunities in individual and group based entrepreneurship development
such as handicraft productions diversification and small business. JUS has initiated both those
agricultural and entrepreneurship development activities for its target group so that the target
group can ensure both food and extra income for getting a sound life.
Major interventions under the programmes:
Skill development training for development partners especially on poultry rearing, cow
rearing and fish culture.
Self-employment creation through capital support like rickshaw van purchase;
Savings generation and small credit support;
Enterprise and entrepreneurship development;
11.4 Health, Nutrition and Sanitation Programme
In Gaibandha context, there are huge lacking prevailed in health service facilities from GoB and
private sectors. The poorest suffers from want of food of which ultimate results are malnutrition,
night blindness, and anemia. This dismal situation is become burden over the large extent
population of Gaibandha district. Special effects are fallen among pregnant mother, children and
old aged person. They have to take less food that ultimately is resulted a baby with less weight
and growth. JUS has initiated to implement the health programme in the target unions of
Gaibandha Sadar Upazila. Under this programme the organization will organize nutrition session,
health awareness session, and sanitation and hygiene education campaign. The organization also
implement motivation works to encourage community people to install low cost sanitary latrine
and tub-well to ensure sound health and sanitation environment in the working areas of JUS.
Major interventions under the programmes:
• Primary health care training and session for development partners
• Creation of safe water sources for rural community
• Ensure sanitary latrine commodities and hygiene practice
• Collaboration with GOB in health and sanitation programme
11.3 Environment and Climate Change Programme:
Gaibandha district is a riverine and flood prone district situated in the northern part of
Bangladesh. These areas are highly vulnerable to sudden and forceful flooding as well
as erosion and loss of land, which makes living in the remote areas both hazardous
and insecure, climate change have a severe impact on flooding and other natural
disaster to the remote areas. JUS just has started climate change effect mitigation
activities for two years. Environment and management and climate change programme
intervention of JUS is mostly different from others. Its intervention package is not only included in
the awareness raising but also practically involved through various activities that directly replicated
to climate change impacts.;

Raising awareness of the community people on climate change impacts and how
to cope with the disasters
JUS works for home base forestation in its working areas to develop community forestation
according to the climate change intervention policy of the government said in MDG action
plan.
Cluster forestation on road side tree plantation in collaboration with Union Parishad;
Cluster and individual forestation in own lands of the organization;
Installed Biogas plant for best uses of Urban west and other substances to meet the climate
change strategies of government;
Increase practices of using improved oven which can reduce the CO 2 emission;
Establish Practice of using biogas for cooking and lights in beneficiaries home to reduce
maximum level of carbon emission;
11.5. Disaster Preparedness and Management Programme
JUS has been implementing disaster preparedness and management programme in the northern
part of Bangladesh particularly in Gaibandha district. This area is always under hit of different
types of disasters like tornado, cyclone, flood and river erosion almost every year. The Teesta,
Brahmhaputra, Jamuna, Dharla, Karotoa and Ghagot rivers are flowing over this district.
Consequently people of this district have to face flood and river erosion most. Moreover, cold
spell, tornado, drought, desertification and monga (seasonal food crisis) are also brings extra
burden to the poorest people. Vulnerability and sufferings are increasing day to day as they do not
have adequate knowledge and preparedness. To reduce the sufferings of affected people JUS has
been implementing disaster preparedness and management programme so that people can easily
face the dismal situation.
Major interventions:
• JUS implement disaster awareness creation activities through organizing monthly
awareness session, weekly meeting discussion among the target women group;
• The organization has developed disaster volunteer team in every union of its working areas
and they have been trained so that they successfully response any disaster events.
• We have been keeping coordination with local government and disaster relief and
rehabilitation committee of Upazila and District;
• JUS encourage target people to produce flood resilient crops and vegetables and provide
trainings to community people as the management of disaster effects.
• JUS continue to respond any kind of disaster even like flood vulnerability, cold wave and
Monga situation organization rescue activities, relief and medical service.
• The organization also has activities of earth rising through Cash for Work for homestead
rising and link road repairing activities.
• We have been providing training to staff, volunteer and development partners on disaster
preparedness and management issue so that the vulnerability and risk of the community
can be reduced.
12. Governance of the Organization:
11.1 General Council:
The General Council (GC) is the highest authorizing body of the organization in any concern. The
committee of JUS is consisting of 33 members involved from various discipline. The committee
member of GC set discussion meeting once a year, sometime in emergency basis. GC is mainly
responsible for policy formulation of the organization. They also analyze organizational budget,
expenditure and have a sincere looks whether the organization are in right truck.
11.2 Executive Committee:
JUS has the Executive Committee (EC), which consisted of 09 members elected by the GC for
every 02 years. The meeting of executive committee held at least twice in a year. Sometime in
emergency basis when need. They are directly involved in implementation process of development
activities and provide necessary instructions to organizational capacities. For almost all cases EC is
accountable to General Committee.

Installed Biogas plant for best uses of Urban west and other substances to meet the climate
change strategies of government;
Increase practices of using improved oven which can reduce the CO 2 emission;
Establish Practice of using biogas for cooking and lights in beneficiaries home to reduce
maximum level of carbon emission;
11.5. Disaster Preparedness and Management Programme
JUS has been implementing disaster preparedness and management programme in the northern
part of Bangladesh particularly in Gaibandha district. This area is always under hit of different
types of disasters like tornado, cyclone, flood and river erosion almost every year. The Teesta,
Brahmhaputra, Jamuna, Dharla, Karotoa and Ghagot rivers are flowing over this district.
Consequently people of this district have to face flood and river erosion most. Moreover, cold
spell, tornado, drought, desertification and monga (seasonal food crisis) are also brings extra
burden to the poorest people. Vulnerability and sufferings are increasing day to day as they do not
have adequate knowledge and preparedness. To reduce the sufferings of affected people JUS has
been implementing disaster preparedness and management programme so that people can easily
face the dismal situation.
Major interventions:
• JUS implement disaster awareness creation activities through organizing monthly
awareness session, weekly meeting discussion among the target women group;
• The organization has developed disaster volunteer team in every union of its working areas
and they have been trained so that they successfully response any disaster events.
• We have been keeping coordination with local government and disaster relief and
rehabilitation committee of Upazila and District;
• JUS encourage target people to produce flood resilient crops and vegetables and provide
trainings to community people as the management of disaster effects.
• JUS continue to respond any kind of disaster even like flood vulnerability, cold wave and
Monga situation organization rescue activities, relief and medical service.
• The organization also has activities of earth rising through Cash for Work for homestead
rising and link road repairing activities.
• We have been providing training to staff, volunteer and development partners on disaster
preparedness and management issue so that the vulnerability and risk of the community
can be reduced.
12. Governance of the Organization:
11.1 General Council:
The General Council (GC) is the highest authorizing body of the organization in any concern. The
committee of JUS is consisting of 33 members involved from various discipline. The committee
member of GC set discussion meeting once a year, sometime in emergency basis. GC is mainly
responsible for policy formulation of the organization. They also analyze organizational budget,
expenditure and have a sincere looks whether the organization are in right truck.
11.2 Executive Committee:
JUS has the Executive Committee (EC), which consisted of 09 members elected by the GC for
every 02 years. The meeting of executive committee held at least twice in a year. Sometime in
emergency basis when need. They are directly involved in implementation process of development
activities and provide necessary instructions to organizational capacities. For almost all cases EC is
accountable to General Committee.
